The Gathering Inn's Medical Respite Center Information

The City of Lincoln was informed by The Gathering Inn of the purchase of 1660 3rd Street for their proposed medical respite facility on August 14, 2024. The City of Lincoln is deeply concerned by the total lack of transparency and communication surrounding the purchase by The Gathering Inn. At no point was the City or community notified about the project. We remain dedicated to ongoing transparency and will be sharing regular updates and information as it becomes available.

PUBLIC NOTICE:

A public hearing will be held on June 17, 2025. Please arrive early for security screening, as seating is limited; relevant documents from the California Department of Social Services (CDSS) are listed below:

  • City of Lincoln elected officials and staff were made aware of the recent acquisition of a property at 1660 3rd Street by The Gathering Inn on August 14, 2024.
  • The intended use of the 50-room facility (formerly Gladding Ridge) is a 60-bed medical respite center for individuals with a direct referral from a hospital.
  • According to the National Institute for Medical Respite Care, a medical respite program is acute and post-acute care for people experiencing homelessness who are too ill or frail to recover from an illness or injury on the streets or in a shelter, but who do not require hospital level care.
  • The City of Lincoln is deeply concerned by the total lack of transparency and communication surrounding the purchase by The Gathering Inn (TGI).
  • TGI purchased the space utilizing grant funding from the Community Care Expansion (CCE) program. The CCE website can be found here.
  • The CCE program was established by Assembly Bill (AB) 172. CCE is part of a broader, statewide effort to expand the state’s housing and care continuum, improve treatment outcomes, and prevent the cycle of homelessness.
  • The grant, awarded to TGI in May 2023, is $6,440,670 to create a medical respite project in Lincoln.
  • At no point was the City of Lincoln notified that an application was submitted, or that the grant had been awarded.
  • In addition, there is language in AB 172 making the project exempt from local control. The language is located in Chapter 20. Community Care Expansion Program.
  • The City is committed to ensuring that any development within Lincoln is conducted transparently and in the best interest of our community.

The City filed our Second Amended Complaint/Petition in the ongoing litigation against The Gathering Inn.

October 14, 2024

The Gathering Inn was served with a lawsuit from the City of Lincoln.

September 20, 2024

The City of Lincoln executed an inspection warrant on Friday, September 20, at The Gathering Inn’s property located at 1660 3rd Street. City of Lincoln officials inspected the interior and exterior of the property for any building, fire, safety, plumbing, electrical, health, labor, or zoning code violations that could constitute an immediate danger to the life, limb, property or safety of the public or occupants of the building.

September 11, 2024

The City Council voted unanimously to issue a legislative subpoena for records related to The Gathering Inn’s (TGI) acquisition of property in Lincoln. The subpoena serves a lawful purpose as it will allow the City Council to determine whether facilities within the City are operating and established in compliance with applicable law, assist its decision-making regarding legislative or appropriative matters, and further its investigation into all matters surrounding TGI’s acquisition of 1660 3rd Street as part of a Community Cares Expansion grant awarded to TGI by the California Department of Social Services.
