Master Fee Schedule
The City's Master Fee Schedule is a compilation of the fees charged for services and development with the City of Lincoln. All fees are reviewed from time to time in order to ensure that the fees charged do not exceed the estimated costs required to produce the services and that all fees are in compliance with the California Government code Sections 66016 and 66018.
User and regulatory fees are established by the City Council. The City’s user and regulatory fee schedule is a compilation of fees for City services provided to members of the public. The advantages of updating the City’s user and regulatory fees include assuring that fees are set based on current costs and approved cost recovery objectives while providing transparency in the fee structure for the City’s development-related and other municipal fees.
In accordance with prior City Council direction staff targets recovery of the full cost of service for the majority of the fee-related services and activities identified in the fee schedule. Recovering the costs of providing fee-related services increases the availability of General Fund revenues to be used for services and activities available to all residents, such as public works and public safety services. Additionally, it helps meet the service level expectations of the community by collecting revenues to adequately fund the services provided by each department. Each year it is the intent of staff to review and update user and regulatory fees. Periodically, a full cost of service study is undertaken, as was the case this year. In years between comprehensive fee studies, (“interim years”), fees are primarily adjusted by the annual change in the consumer price index for the region.
This was approved by the City Council of the City of Lincoln on May 26, 2026. The updated Master Fee Schedule (link can be accessed above) is effective as of August 1, 2026.
