Services and Rates
Lincoln provides water, sewer, and garbage services to all residents within the incorporated City limits. The services are billed on a monthly basis.
The charges for all three services are combined on one bill, which is mailed between the eighth and the twelfth of each month. Utility accounts are considered delinquent if not paid within thirty days after the due date per the City's Ordinance No. 888B, Section 13.04.230 and a ten percent penalty for all fees or charges would be imposed at that time.
Water Shutoff Protection Act
As a result of the Water Shutoff Protection Act, SB 998, the State has mandated that all large water districts in California update their policies regarding low-income customers or occupants who are delinquent on their water bills. The law allows customers or occupants more time between the billing date and the shut-off date and the ability to temporarily avoid discontinuation of residential water service for nonpayment by signing up for a payment plan.

When can a tenant be added to a Utility Account?
Tenants can only be added on the 1st of a month.
How can a tenant be added to the account?
We require a copy of the lease agreement, tenant’s phone number, tenant’s driver’s license number and tenant’s email. The owner or Property Manager (if they are on the account) can email utilitybilling@lincolnca.gov with required information or come into our office.
When can a tenant be removed from a Utility Account?
Tenants can only be removed on the last day of a month.
No, we do not prorate for tenants.
Can a tenant sign up for a payment plan?
Yes, anyone can sign up for a payment plan even if they are not on the account.
Can a tenant pay a bill without being named on the Utility Account?
Yes, anyone can pay a bill.
Can a tenant sign up for auto pay?
If a tenant is listed on the account, they can sign up for auto pay.
