- Located adjacent to the Lincoln Community Center, this is a 4-acre park site bounded by a vacant parcel to the north closest to 3rd Street, Joiner Parkway to the east, 1st Street to the south, and the Community Center and an elementary school to the west.

On September 24, 2024, the City Council approved the Community Center Park Master Plan.

Currently, staff is working with the design consultant on Phase 1 of the project which will include grading of approximately 1.1-acres of the site and would leave the rest of the site undeveloped at this time.

Phase 1 will also include construction of a skatepark with respective fencing, walkways, and installation of underground utilities including storm drain, water, and pathway lighting.
Notice of Initial Study
Pursuant to Section 15063 of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations, Sections 15000 et seq.), an Initial Study is a preliminary environmental analysis that is used by the lead agency (the public agency principally responsible for approving or carrying out the proposed project) as a basis for determining whether an Environmental Impact Report, a Mitigated Negative Declaration, or a Negative Declaration is required for a project. The purpose of the Initial Study is to:
- Evaluate the potential environmental impacts of the City of Lincoln’s proposed Community Center Park (project)
- Determine what level of environmental review is appropriate.
As shown in the Determination in Section IV of the document and based on the analysis contained in the Initial Study, it has been determined that the proposed project would not result in any significant impacts that cannot be mitigated to less-than-significant levels.
As required by the CEQA process, the document can be downloaded and comments provided to the project manager through June 30, 2025.
