This page is designed to comply with Assembly Bill No. 1332 (AB 1332), specifically California Government Code section 65852.27(4)(A)(i), which requires cities to establish a program by January 1, 2025 for pre-approving ADU (Accessory Dwelling Unit) master plans, and to help City of Lincoln property owners and developers access pre-approved ADU plans to use for their new detached ADU building construction projects.

Master ADU Submittal Requirements
  • Applicants who wish to apply for the ADU Master Plan Program may submit a standard building permit application. Applications must be submitted in person at our front service counter.

  • When completing the permit application, the address information may be left blank. Please identify under the “scope of work” section that the application is for an ADU Master Plan. 
  • Plans shall be permitted to include design options such as siding/roofing materials, which must be selected before submitting. Options that affect living square footage will require a separate master plan submittal. There are no modifications/deviations allowed for any pre-approved ADU master plan.
  • Master ADU submittals should include a blank title block area on each sheet to enter building address and owner’s name.
  • The cover page of the Master ADU submittal shall have a defined blank area for entering the following site-specific information:
    • Address
    • Owner & Contact Information
    • APN
    • OSFM Material Listings or compliance method for proposed vents, exterior covering, exterior glazing/doors, and decking.
    • Zoning 
    • Site Area
    • Actual Coverage
    • Max Height

Additional Considerations:

  • Approved Master Plans will need to be updated regularly to remain compliant with current code requirements, as adopted by the City of Lincoln.
  • Posted pre-approved Master Plans will be removed within 30 days of request for removal from the applicant.

Site-Specific Submittal Requirements
  • To apply for a site-specific ADU building permit using a Pre-Approved ADU Master Plan:
    • You may select a pre-approved plan from the City of Lincoln’s website.
    • You will need to provide authorization from the ADU Master Plan designer(s) to use the selected plan. This will require some form of authorization letter from the designer(s) along with the plans either having a wet stamp(s) or an electronic stamp verifying the date and time of the stamp (e.g. Adobe digital signature).
    • A site-specific building permit application will be required that provides:
      • An approved pre-reviewed plan and supporting documentation. Blank address lines and site information shall be completed by the applicant.
      • A project site plan.
      • A completed building permit application.
      • Site specific T-24 energy calculations
      • Site specific PV solar plans that provide the minimum kWh required by energy calculations.
      • Site specific fire sprinkler plans and hydraulic calculations (if applicable). No deferrals allowed.
  • Refer to Lincoln Municipal Code Chapter 18.37 for City-specific ADU regulations
  • Pre-approved Master ADU plans may not be altered in any way.  Deviations from original approval will be reviewed as a standalone building permit and subject to full review.
  • A building permit application using the pre-approved ADU Master Plans will be approved or denied within 30 days of a complete submittal.

    • Applications using a pre-approved ADU plan, or an identical plan previously approved will be approved or denied (denials include the issuance of a city plan check comment letter) within 30 days of a complete submission.
