The Economic Development Department is responsible for the attraction and retention of businesses to Lincoln, assisting businesses with start-up and relocation efforts.

The California GoED Business Investment Services (CalBIS) unit works with potential employers, corporate real estate executives, and site location consultants considering California for new business investment and expansion. CalBIS offers a wide array of services ranging from site selection assistance to workforce services to help tap into the ever-expanding international markets.

CalBIS analyzes the factors affecting a company's investment decision including taxes, human resources, training and workforce development, incentives, financing, utilities, permits, and specific real estate opportunities available in the state.

CalBIS serves as a company's liaison to California's regulatory agencies and local governments throughout the state. CalBIS serve as the primary point of contact for companies (foreign and domestic) interested in relocating or expanding in California and providing customized service.

The SCORE Chapter in Sacramento currently helps over 5,000 clients each year via our workshops, counseling, forums, and seminars. Our service area includes Sacramento, El Dorado, Placer, and Yolo Counties.

Approximately 40 volunteer counselors with a wide range of business backgrounds provide small business assistance. We work closely with the Small Business Administration, City, County and State Governments, Chambers of Commerce and Financial Institutions to provide the services that small businesses need to start and improve their operations.

  • Sierra Economic Development District (SEDD)

The Sierra Economic Development District (SEDD) assists businesses by providing information in the following areas: federal and state funding, federal and state loan programs, bidding for state projects, import/export marketing, socioeconomic data and trends, and other information resources for the business community.

Supports the region's businesses with a variety of training events ranging from single-topic sessions to three-day intensive workshops.

Provides a number of loan products sourced from the U.S. Small Business Administration and the Department of Agriculture.

SEDCorp also provides special project services as need.

SBDCs provide advising and training through online webinars and in-person workshops to small businesses including working with the Small Business Administration to develop and provide informational tools to support start-ups and existing business expansion. With over 150 consultants, SBDC can also assist with helping small businesses access capital, marketing, business planning, and much more.

Women Business Centers are designed to assist women in launching or growing small businesses. Through the WBC, women business owners will gain access training, one-on-one advising, classes, workshops, networking events, and utilize the free DreamBuilder tool which is an online business plan writing program.

VBOCs offer resources to veterans, service members, National Guard and Reserve members, family members, and military spouses who want to start or grow a small business. VBOCs host workshops, training, counseling, and mentoring all over the country with the nearest offices located in Sacramento and Reno.

Success | Capital Access | Leadership for Entrepreneurs (SCALE) connects business owners with an experienced advisor to find funding and obtain low-cost training.

  • Placer County Business Advantage Network (BAN)

BAN offers no-cost hiring assistance to businesses and provides training information, resources, and job opportunities to job seekers. They host Job Fairs and Job Connections events, offer a Wage Reimbursement Program and a Clean Slate Clinic, and provide access to interview space.

Military veterans can receive resources, training, and support to transition to civilian careers. 

Benefits for job seekers include priority of service, Veterans Service Navigator, dedicated specialists, America’s Job Center of California for referrals and job training, CalJobs for first access to new job postings, job fairs and workshops. 

Employers also have access to the America’s Job Center of California, where they can connect with veteran job seekers, post jobs, and screen résumés at no cost. Through CalJOBS and the Work Opportunity Tax Credit program, employers may also qualify for tax credits when hiring veterans.

The ETP provides funding to employers to assist in upgrading the skills of their workers through training.

The Finance Center offers no-cost advising and tools to help businesses locate funding no matter what stage they are in.

CalOSBA administers grant programs for small businesses, non-profits, and eligible organizations to foster entrepreneurship.
