Services

Lincoln provides water, sewer, and garbage services to all residents within the incorporated City limits. The services are billed on a monthly basis.

The charges for all three services are combined on one bill, which is mailed between the eighth and the twelfth of each month. Utility accounts are considered delinquent if not paid within thirty days after the due date per the City's Ordinance No. 888B, Section 13.04.230 and a ten percent penalty for all fees or charges would be imposed at that time.

Utility Assistance Application

On September 12, 2023, the City Council of the City of Lincoln created a utility financial assistance program for low-income account holders.

This program will last for six months unless it is extended by the City Council.  A limited, one-time funding source has been used to provide financial assistance.


In order to be eligible, the account holder must already be a participant in a low-income program such as CalFresh, CalWorks, LiHEAP, LiWHAP, Medi-Cal, WIC, PG&E Care, etc.  Evidence of participation in a low-income program is required. Examples of income levels for these programs can be found here.

Approval should occur by the next billing cycle after the application has been received.  A credit of $23.00 will be applied monthly for 6 months.
