Project Overview

The Downtown Master Plan (DMP) + Objective Design and Development Standards (ODDS) project aims to transform Downtown Lincoln into an attractive and thriving destination with a strong civic identity while facilitating mixed-use and affordable housing options in Downtown.

  • The project will recommend changes to land use designations, including residential density as well as re-envision the zoning/design standard policies in order to realize the city’s vision for downtown. City staff needs your input to inform this vision!

  • The policies stemming from this project will direct the Downtown’s physical form and character for years to come.

Purpose and Approach

  • Update the community’s vision for Downtown

  • Remove zoning barriers to development in Downtown

  • Explore financing through an Enhanced Infrastructure Financing District (EIFD) (more info)
