General Local Election Information

City of Lincoln general municipal elections are held in November of even-numbered years. Other special elections may be called from time to time by the City Council.  City of Lincoln City Council Members are elected by district to staggered 4-year terms. The City of Lincoln consolidates its General Municipal Election with the statewide election held in even-numbered years. The City of Lincoln has no term limits.  The Mayor is appointed every year on a rotational basis by the City Council. The City Treasurer is also an elected position but this position is elected at-large rather than by district.

The City Council approved Ordinance 1004B which transitioned the City from at-large to district elections beginning with the November 3, 2020 election.  You can type in your address on the Interactive District Map to find out what district you live in. This web app allows you to zoom in at the street or house scale but it looks best on either a computer or tablet.  If you open it on your phone, the street names will not display until you are zoomed in at the street/neighborhood scale.

Statement of Economic Interests

The City of Lincoln Conflict of Interest Code was adopted by the City of Lincoln City Council - Resolution No. 2022-218, effective: September 27, 2022.

The California Political Reform Act, (Gov. Code Sections 81000-91014) requires many local public officials and employees to file public, personal financial disclosure reports known as Statements of Economic Interests - Form 700.

Under the Act, cities are required to adopt and implement a separate Conflict of Interest Code. Designated Employees, Commissioners, and Elected Officials must file Statements of Economic Interests. The City Clerk, as Filing Officer, administers the Conflict of Interest Code at the local level and notifies each designated employee and commissioner of his or her filing obligation. Officials designated in the Conflict of Interest Code are required to file an Assuming Office Statement when they assume a designated position, an Annual Statement each year and a Leaving Office Statement within thirty days of resignation or termination. Additionally, candidates for elected positions are required to file a Candidate statement. Each type of statement has a specified "reporting period." Filers must sign the Form 700 under penalty of perjury. Once filed, the form is a public document and must be made available to the public upon request.

The City Council, City Treasurer are elected officers identified in Government Code Section 87200 and file statements of economic interests with the City Clerk's office. Also required to file are the Planning Commission, City Manager and City Attorney. Information for Candidates

Candidate Qualifications

Candidates interested in running for City of Lincoln public office must meet the following requirements established by the State of California Elections and Government Codes:  
  • Must be at least 18 years of age
  • Must be a citizen of the United States and a resident of the State of California
  • City Treasurer candidates must be a registered voter and a resident within the city limits of City of Lincoln at the time nomination papers are issued
  • Council members must reside in, and be a registered voter in, the district in which they seek election at the time nomination papers are issued.

Compensation

Councilmember and City Treasurer compensation is $655.00 per month and Mayor compensation is $705.00 per month. Councilmembers may be reimbursed for reasonable and necessary expenses incurred while performing representative duties of the City of Lincoln.

Campaign Filing

Prior to receiving any contributions or making any expenditures, a candidate must file with the Lincoln City Clerk a  Candidate Intention Statement Form 501.

If a candidate receives any contributions, or plans to expend $2,000 or more, a campaign bank account must be opened and a Statement of Organization Recipient Committee Form 410 (or visit the Fair Political Practices Commission website at http://www.fppc.ca.gov/). The Form 410 must be filed with the California Secretary of State with a check for $50.00 and a copy remitted to the Lincoln City Clerk.

Campaign Disclosure Filings are completed semi-annually, and during an election year, 2 additional pre-election statements are required. Campaign Contribution Limits

Beginning January 1, 2021, a state campaign contribution limit will by default apply to city candidates because the city has not enacted laws addressing contribution limits on such candidates, check the Fair Political Practices Commission website for additional information.

City of Lincoln Political Sign Regulations

Ticket and Pass Distribution Policy

 In accordance with Section 18944.1 of the FPPC regulations, please go to the policy to review the City's policy under which the City's distribution of tickets or passes to a City official does not result in a gift to the individual official.
