Master Fee Schedule and Updates

The City's Master Fee Schedule is a compilation of the fees charged for services and development with the City of Lincoln. All fees are reviewed from time to time in order to ensure that the fees charged do not exceed the estimated costs required to produce the services and that all fees are in compliance with the California Government code Sections 66016 and 66018.

Master Fee Schedule and Updates

 

The City uses a Master Fee Schedule to establish fees for a variety of services. The current Master Fee Schedule (link shown above) was last adopted in 2012. As such, the Master Fee Schedule now requires updating to ensure all fees are accurately capturing the cost to provide any specific service provided. There is a handful of fees that are being charged that aren’t in line with the current approved Master Fee Schedule that were identified as a finding in the Joint Legislative Audit Committee (JLAC) audit.  The JLAC report includes Recommendation 16, shown below, to remedy this variation.

To ensure transparency in providing accurate fee information to the public, Lincoln should immediately update and publicly disclose its master fee schedule to reflect the fees that it actually charges. In addition, Lincoln should periodically review its fee schedule to identify outdated fees that do not accurately reflect the cost of providing services. It should revise those fees to incorporate the costs commensurate with those services and update its master fee schedule accordingly.

 

Additionally, City Council recently approved a contract with ClearSource Financial to undergo a Full Cost Allocation and Master Fee Schedule study.  Those studies are currently underway and are expected to be completed by the end of the current fiscal year, June 30, 2019.

 The variations from the current approved Master Fee Schedule are listed below:

Test Proctoring: $5.00 per hour – fee being charged $25.00 per exam. 

 Fire Flow Test: Based on fully burdened staff rate – used for new subdivisions; fee being charged for 5 lots or less $346.

New Fee.  Police Repossession charge $15.00

New Fee.  Park & Recreation McBean Park Stadium charges:
