Construction Update: May 2019

3rd Street is now open to pedestrians!

The City and construction team thank you for your patience and cooperation during construction activities. Even with 16 weather day delays, the team has been able to activate the traffic lights at 3rd Street and Lincoln Boulevard.

What's next for Lincoln Blvd?

At 3rd Street:Crews will complete final paving work through June. This work also includes painting markings and striping along the roadway, and completing control modifications to the traffic signal.

At 1st Street: Work on 1st Street will include paving and the installation of new traffic signals, new curb, gutter and ADA compliant sidewalk ramps. The street is expected to open for pedestrians by the end of May.

At McBean Drive: Crews will demolish and then install new curb and gutters on McBean beginning at the end of May. This work will continue through June. The City and construction team anticipate some businesses along this intersection will be impacted, and thank you for your patience. Construction Update: April 2019

April showers bring May flowers – and continued construction on Lincoln Boulevard!


Traffic Impacts:

Crews will install temporary four-way flashing red stop signs at the intersection of 1st Street and Lincoln Boulevard beginning the week of April 8.  These signs will remain in place until the new traffic signals are installed at this intersection.


The City asks that all motorists and pedestrians please comply with all traffic control measures to ensure the safety of everyone in the project area.



Sidewalk Closures:

Beginning the week of April 8, the west side of 1st Street will be closed to pedestrians to allow construction activities to take place.

Construction activities on Lincoln Boulevard are starting back up again!  Beginning Monday, February 4, crews will spend the next four months completing the following work:

Lincoln Boulevard intersections at 1st Street, 3rd Street, and McBean Park Drive

  • Remove existing traffic signals, curbs, gutters, and sidewalks
  • Install new traffic signals, curbs, gutters, and sidewalks
  • Plant trees and landscaping
Intersection at 3rd Street and Lincoln Boulevard
  • Improve underground drainage



Traffic Impacts

Construction activities will continue through May.  During this work, there will be intermittent lane closures and sidewalk closures along Lincoln Boulevard and 3rd Street.

Four-way flashing red signals or flashing temporary stop signs will be in place at the intersections of Lincoln Boulevard and 1st Street, 3rd Street, and McBean Drive.  Please observe all traffic laws.

Detours for drivers will be in place along 5th and 1st Streets.  One sidewalk will remain open at all times for pedestrians.

About the Project

Lincoln Boulevard is getting revamped! The Lincoln Boulevard Improvements Project will create a friendlier and safer environment for pedestrians, bicyclists, and Neighborhood Electric Vehicle (NEV) drivers along Lincoln Boulevard, the main street through downtown. The project will be on hold for the summer until the traffic signal poles are delivered and then the street corners including related concrete work will be completed.  Work is expected to resume in October click here for more details.  

Phase 2 includes the following:

  • New curbs, gutters, and sidewalks
  • Bulbout curb returns, including clay tile banding
  • ADA compliant curb ramps
  • Improved streetscape including new trees, landscaping, and irrigation
  • Restriping, removal, and replacement of loop detectors(a loop detector alerts traffic lights to change in the direction you are traveling)
  • New traffic signals
  • Drainage improvements
