All City Hall offices are closed, except Development Services  and the Permit Counter (temporarily on the first floor) which is open Monday-Friday from 9AM-3PM. The City of Lincoln requests your input on its DRAFT Housing Element and Safety Element. The Housing Element is one of seven State-mandated elements that make up the City's General Plan. It serves as a policy document to assess housing characteristics and community needs, and establish programs to meet those needs. California State law requires cities to update the Housing Element periodically. The City's Housing Element was adopted in 2012, and an updated version is required for the 2021-2020 fiscal year with a deadline for adoption by May 15, 2021. The Safety Element is also a State-mandated element and delivers a comprehensive strategy to reduce both short-term and long-term potential for harm from various threats to the community's health and safety.

The City will accept public comment between the dates of November 6, 2020, to December 8, 2020.
