LINCOLN CONSIDERING VOTING DISTRICTS -- NEXT PUBLIC HEARING SCHEDULED FOR 01/28/2020

Post Date:11/25/2019 6:14 PM

The City is considering moving to voting districts for City Council elections. The next public hearing is on January 28, 2019 at 6:00pm. District map-drawing tools are now available, click here.  The first deadline to submit draft district maps was January 2, 2020 by 5:00pm.  Preliminary district maps were released January 7, 2020 for the January 14, 2020 public hearing.  City Council is seeking input on the following issues:

  • What do you define as your neighborhood?
  • What other neighborhoods are there in Lincoln?
  • What communities of interest are there in Lincoln?  See FAQ for definition of communities of interest
  • Should communities of interest be united in one district (single representative) or multiple districts (having multiple representative)
  • Election sequencing currently has three seats up for election in 2020 and two seats in 2022 – should this remain the same?

Please see the Demand Letter, Resolution of Intent, the Public Notice, the FAQ (updated 01/15/2020), Public Comments from Public Hearing #1 (draft minutes page 2)  and Public Comments from Public Hearing #2 (draft minutes page 5)  for more details.

The City has received 7 map submittals so far, maps 101-107. There are three maps that are invalid:101 is not contiguous; 102 and 106 are not population balanced).

The other four maps, 103-105 and 107, meet the contiguity and population balance requirements.

Additionally, the City's consultant, National Demographics Corporation, has created three draft maps, 108 - 110.

For each map, there's a two-page PDF file. The first page is a PDF map -- including a note about 101, 102 and 106 not being contiguous/balanced, and proposed election sequencing for each map -- and the second page is the demographic profile of the districts in the plan. Note, election sequencing was updated on maps 103 and 105 - both original and updated maps are included.

Also included is a PDF file called "Plan Submitter Comments" which is the listing of the comments provided by each plan submitter with their plan.
